The Facts.—The claimant, Kulturas Balss Co-operative Society, a publishing house, applied to the Senate to quash a regulation issued by the Ministry for Home Affairs on the ground of its being contrary to a Russian law on freedom of the press enacted on 27 April, 1917. The Ministry submitted, inter alia, that the Russian law on press freedom never acquired legal force in Latvia, as at the date of its publication one part of Latvian territory was evacuated by Russian civil authorities, while another part was occupied by the enemy.
